As the principal Public Safety Answering Point for the enhanced 9-1-1 emergency telephone system in the area, the facility serves as the primary link to on-scene emergency responders. It is staffed with trained communications and resource management professionals, allowing the on-scene responders to know that they have effective support from the “Command Center.” The Center also supports a 3-1-1 non-emergency telephone number intended to provide quick access to non-emergency government and/or utility providers.

In an effort to satisfy both the long term functional needs and the short-term budget limitations, a phased compartmentalized approach was used in the design. Initial essential facility elements that were deemed necessary for all other elements to function were defined and housed in the core nucleus of the building. The building was then broken into separate and distinct modules that can be further separated from each other by fire doors if necessary.

The future addition will house a regional Emergency Operations Center component. During an emergency situation, the facility will provide such functions as managing operational resources, policy decision-making and distributing information to the public and media. Over time, additional modules can be added to accommodate future functions and systems and will eventually form a complete Regional Emergency Communications Center.
